Between May 2021 and October 2022, Pacific Federal Management, Inc. (PFM) successfully executed a $4.77 million subcontract with Environmental Chemical Corporation (ECC) to support the construction of the Raytheon Trappist Telemetry, Tracking, and Communications Facility in Guam. This essential project, designed to enhance advanced communications infrastructure, involved the construction of three radome facilities, a support building, and an electrical courtyard, as well as site preparation for a future fourth radome structure.


The facilities were meticulously designed to meet stringent federal standards, utilizing reinforced concrete to withstand seismic activity and the challenging environmental conditions of Guam. PFM's responsibilities encompassed several critical aspects of the construction process. Site preparation included detailed subgrade preparation, base course installation, and compaction to ensure the stability of all structures. Structural work entailed the installation of reinforcing steel, cast-in-place concrete for foundations and walls, and masonry applications to ensure long-term durability. Additionally, PFM developed crucial infrastructure, including advanced drainage systems, concrete trenches, light pole foundations, and insulated concrete slabs.


Security measures were a key element of the project, with PFM installing 6,200 linear feet of permanent fencing, rolling chain-link gates, crash-rated bollards, and reinforced gates with concrete anchors and posts to secure the facility. These security features were integral to meeting federal requirements and safeguarding the site's integrity.


PFM completed the project on schedule and within budget, delivering resilient, secure, and environmentally sustainable facilities. This accomplishment highlights PFM's commitment to quality, precision, and excellence in federal construction, further solidifying its reputation as a trusted partner in high-stakes projects.
